The landscape continues to be dynamic, with significant movements in both strategic initiatives and contract awards.


Recent Developments and Contract Highlights

Over the past month (late March to late April 2025), we've seen substantial activity:


  • Major Space Launch Contracts: The U.S. Space Force made significant awards totaling up to $13.7 billion for National Security Space Launch (NSSL) Phase 3 Lane 2. These contracts, going to SpaceX ($5.9B), United Launch Alliance (ULA) ($5.4B), and Blue Origin ($2.4B), are set to cover national security missions between 2027 and 2032. This is a critical step in ensuring reliable access to space and notably brings Blue Origin in as a major provider for this phase.

  • Increased Reliance on Commercial Space: There's a clear strategic push to integrate commercial capabilities more deeply into military space operations. The Space Force plans to launch additional commercial reserve fleet "pilots" in 2025, targeting areas like satellite communications, small launch services, and tactical surveillance. This builds on earlier awards for commercial space domain awareness services, indicating a growing reliance on the private sector to augment traditional military space assets.

  • Military Intelligence Modernization: Significant contracts are being awarded to enhance military intelligence networks and capabilities. Trace Systems Inc. secured $373 million in contracts for U.S. Army tactical network enhancements, including a $352 million VSAT IV contract to modernize satellite terminals. CACI also received notable awards for multidisciplined intelligence operations and support for ground sensors and Navy expertise.

  • Defense Acquisition Reform: A new Executive Order is set to significantly impact how military contracts, including those in intelligence, are awarded. This order emphasizes accelerating procurement, prioritizing commercial solutions, increasing flexibility, and reviewing major defense acquisition programs. This signals a potential shift towards faster and more adaptable acquisition processes in the future.

  • Next-Gen Command and Control (C2): Discussions around the contracting strategy for the Army's Next-Gen C2 program were ongoing in March, pointing towards future contract opportunities in this area, which is closely tied to military intelligence operations.


While these represent major recent movements, it's worth noting that potential challenges in the procurement process due to reductions in the DoD civilian workforce could lead to some delays in contract actions.

These developments are highly relevant to our core research pillars:


  • Quantum Intelligence (QI): While not always explicitly named in large general contracts, the drive for advanced capabilities and secure communication networks underscores the foundational research and development needed in QI. We continue to see funding for quantum computing, quantum sensing, and quantum-resistant cryptography, which are vital for future secure intelligence gathering and processing. The SMILE program within The Hive Social Garden specifically highlights learning about quantum intelligence as crucial for navigating the future.

  • Social Engineering (SE): The increasing focus on cybersecurity and information operations within military intelligence directly relates to understanding and countering social engineering threats. While "social engineering services" contracts are not a focus, there is a growing need for expertise in behavioral science, ethical data analysis, and countering disinformation campaigns. The Hive Social Garden's mission to disrupt power-based violence through ethical social engineering practices provides a critical framework for considering the human element in security and intelligence.

  • Sustainable Globalization (SG): The integration of commercial space capabilities, particularly in Earth observation and resilient satellite communications, has direct implications for sustainable globalization. These assets are crucial for monitoring climate change, managing resources, and supporting international cooperation on global challenges. The emphasis on ethical technology development and building resilient communities, as seen in the mission of The Hive Social Garden, aligns with the goals of achieving a more equitable and sustainable world.


Upcoming Opportunities to Monitor

Based on current trends and priorities, we should keep a close watch for RFPs in the following areas:


  • Quantum Communication Technologies: Continued investment in research, development, and prototyping for secure government and defense communications networks is expected.

  • AI Applications in Defense and Space: RFPs for AI in data analysis, threat detection, autonomous systems, logistics, and cybersecurity will continue to be prevalent as the military seeks to integrate AI into its operations.

  • Advanced Space Capabilities: Beyond major launch contracts, look for opportunities in satellite constellation development (especially for resilience), ground systems, space domain awareness, on-orbit servicing, and commercial data processing services.

  • Ethical Technology and Human Aspects: While not always separate categories, keep an eye out for initiatives and contracts that emphasize ethical AI development, behavioral science integration in security, digital literacy programs, and community resilience efforts, which align with the broader goals of ethical social engineering and sustainable globalization.


The upcoming SMILE Summer Camp in June 2025, focusing on Quantum Intelligence, Ethical Social Engineering, and Sustainable Globalization through the lens of Space and Military Intelligence, is a prime example of how these critical areas are converging and being taught for future generations.
